From October 23-29, 2022, at the proposal and invitation of the Vietnam Elevator Association, representatives of the Department of Occupational Safety, General Department of Vocational Education – Ministry of Labor, Invalids and Social Affairs, Department of Non-Governmental Organizations – Ministry of Home Affairs and Vietnam Elevator Association (VNEA) led by Mr. Ha Tat Thang, Director of the Department of Occupational Safety had a working trip to Korea. The purpose of the business trip is to exchange experiences on occupational safety and vocational training in the field of elevators in Korea. Chairman of Vietnam Elevator Association Nguyen Hai Duc and some members of VNEA joined the delegation.
In Korea, the delegation had a working session with the Korea Elevator Safety Agency (KoELSA), visited a number of training facilities, tested elevators, etc. and working, the delegation was introduced, consulted, researched the safety management policies, elevator quality; occupational health and safety management in the installation, operation, use, maintenance and repair of elevators in Korea. The two sides also discussed policies on improving the quality of human resources, developing professional skills for elevators, proposing cooperation activities, transferring science and technology, and training programs on elevator accident investigation, testers, inspectors, technicians…
VNEA delegation visited and worked at KoELSA’s headquarters
Information from KoELSA said that Korea has a fairly strict legal system in the management of elevator safety and quality. In particular, workers in the field of elevators and escalators are required to have vocational skills certificates to ensure satisfactory performance of installation, operation, maintenance and repair jobs and ensure satisfactory performance. Korea has developed vocational skills standards, developed training programs, training, assessment and certification of vocational skills. This activity was assigned to KoELSA by the Korean government.
KoELSA also brought VNEA’s delegation to practice at experimental facilities, elevator engineering laboratories of Korea, to learn about elevator technical service models in Korea. In fact, the testing, safety inspection, quality of elevators and dangerous equipment are also introduced for reference.
VNEA delegation also visited and worked at Korea Elevator Safety Technology Institute (ESTI), visited Koelsa’s Equipment Testing Laboratory, Korea’s college specializing in elevator training.
The delegation also had a working session at the Elevator Equipment Inspection Institute, where there is a 102 m high elevator test tower including 8 stairs, a complex of training and education areas…
During the working sessions and visits, the delegation received a warm and respectful welcome from Korean agencies, especially KoELSA. The two sides exchanged and discussed issues of interest and bilateral cooperation to develop the elevator industry.
It is known that in Vietnam, there are no qualified testing facilities (pre-testing) of elevators and escalators and there are very few elevator test towers. Therefore, the evaluation of the quality of the elevator still has problems. In addition, the formal training of elevator personnel also has many problems such as no set of occupational skills standards, no industry code, elevator technical training program…
Therefore, the business trip of VNEA and a number of Vietnamese management agencies will open up opportunities for international cooperation in the goal of improving the quality of elevator technical human resources, jointly cooperating in bilateral support, technology transfer…to develop the elevator and escalator industry.
